EXCEL VBAからAzure OpenAI Service（gpt-35-turbo）に以下のURLで接続しようとしたところ、エラーが発生しました。
https://{ENDPOINT}/openai/deployments/{DEPLOYMENT_NAME}/completions?api-version=2023-05-15
エラー内容はこちらです。
openai.error.InvalidRequestError: The chatCompletion operation does not work with the specified model, gpt-35-turbo. Please choose different model and try again. You can learn more about which models can be used with each operation here: https://go.microsoft.com/fwlink/?linkid=2197993
以下のとおりURLを変更（chat/を追加）したところ、応答を得られました。
https://{ENDPOINT}/openai/deployments/{DEPLOYMENT_NAME}/chat/completions?api-version=2023-05-15
EXCEL VBAに限らず発生するようです。
